Town Receives Additional Information on Unit Assistance List
The Town of Zebulon has received more information from the North Carolina Local Government Commission (LGC) about its placement on the Fiscal Year 2025 Unit Assistance List (UAL).
The information was shared with the Town Manager during a phone conversation with LGC staff on September 9. The Town has not yet received written details explaining the factors considered.
According to LGC staff, the review included the decline in the Town’s fund balance between Fiscal Years 2023 and 2025. LGC staff also said that this factor alone would not have resulted in the Town’s placement on the UAL. They advised that findings from the recent North Carolina Office of the State Auditor investigation were also considered.
The Town expects to hear from its assigned LGC coach within the next week to learn more about the process, next steps and what will be required.

Before receiving the initial notification, the Town had already made self-initiated changes to strengthen financial management and internal controls. That work remains underway.
The Town will work closely with the LGC, continue strengthening its financial management and internal controls, and provide updates as more information becomes available.
