Town Receives Unit Assistance List Monitoring Requirements

The Town of Zebulon has received a monitoring letter from its assigned North Carolina Local Government Commission (LGC) Coach Team member outlining the next steps and deadlines associated with the Town’s placement on the Unit Assistance List (UAL).

The Town’s initial meeting with the Coach Team is scheduled for September 30, 2026. The discussion will focus on the Town’s financial processes and related internal controls, as well as the General Fund balance. The Town and Coach Team will also begin developing a planning document.

The LGC provided the following monitoring requirements and deadlines:

  • September 30, 2026: Initial visit and development of a planning document

  • January 22, 2027: Six-month budget-to-actual report

  • April 23, 2027: Nine-month budget-to-actual report

  • May 14, 2027: Fiscal Year 2028 draft budget documents and ordinance

According to the LGC, the monitoring process is intended to provide routine assistance to the Town and its governing board as the Town works toward removal from the UAL.

The Town will continue working to strengthen its financial management and internal controls while completing the LGC’s monitoring requirements. Updates will be provided as the process moves forward.
