The Town of Zebulon congratulates Stacie Paratore on receiving the 2026 PSHRA NC Graduate Scholarship from the Public Sector Human Resources Association.
Paratore, a human resources specialist, has served the town for eight years and supports employees across all areas of service. She is currently completing a graduate certificate in human resources management from Fitchburg State University, with an expected graduation in May 2026.
The scholarship recognizes her commitment to professional growth and to supporting the people who serve the Zebulon community.

Since joining, she has focused on connecting with staff, engaging with the community, and supporting key initiatives including economic development, downtown vitality, and park expansion. Work is also underway to launch a new five-year strategic plan with a strong emphasis on community input.

Request for Qualifications (RFQ) for Downtown Master Plan and Small Area Planning Services
Town of Zebulon, North Carolina
The Town of Zebulon is seeking qualified consulting firms to prepare three targeted Small Area Plans to guide redevelopment, infrastructure investment, and private-sector reinvestment in strategic locations across the community, with a focus on delivering practical, market-supported, implementation-ready strategies.
Zebulon is experiencing rapid growth and transition from a small town to a small city. This effort is intended to move beyond conceptual planning and produce implementation-ready plans that align land use, infrastructure, market realities, and fiscal sustainability.
The selected consultant will develop plans for:
· Downtown Zebulon
· Wakefield Area
· West Gannon Avenue
Corridor Maps for the general location of these areas can be found in the attachments. Each plan must provide clear, actionable strategies that can inform policy decisions, capital investment, and private development.
Proposals due May 2, 2026.

Today, we recognize Star Brantley, who serves as a Planner for the Town of Zebulon.
Star plays an important role in shaping the Town’s growth and development. She reviews development applications, including rezonings, subdivisions and site plans, to ensure compliance with the Town’s Unified Development Ordinance. She prepares staff reports, presents recommendations to advisory boards, coordinates with developers, residents and partner agencies, and assists with long-range planning efforts.
Her work helps guide thoughtful growth, support economic development, and maintain the character and quality of life in our community.
“Serving the Town of Zebulon is both a professional responsibility and a personal calling. As women, we often lead with a strong sense of care, resilience, and dedication-qualities we bring from our roles at home and in our communities. My advice to women interested in public service is to trust your instincts, lead with purpose, and serve with the same commitment and compassion you bring to the people and responsibilities that matter most in your life. That perspective is not only valuable—it is essential to building strong, connected communities.”


Throughout the month of March, the Town of Zebulon is highlighting the women who serve our community across departments as part of Women’s History Month.
Today, we recognize Elizabeth Worner, who serves as a Planning Technician for the Town of Zebulon.
In her role, Elizabeth manages zoning, building and fence permits, oversees plan intake through GeoCivix, and serves as the first point of contact for residents, contractors, and developers navigating the permitting process.
“My impact within the Town may be small, but my impact helping the Town build is significant.
I enjoy working with the public to help them through any building or permitting challenge that they may be experiencing.”
